Information paper for the SEECP Skopje Summit

Date for the Summit

1. The Fourth Summit of the Heads of State and Government of the SEECP participating countries will be held in Skopje, at the Hotel Aleksandar Palace, on Friday, February 23, 2001. The delegations led by he Head of State and Government are expected to arrive in Skopje in the afternoon of Thursday, 22 February and to leave Macedonia during the morning of Saturday, 24 February. The Summit will also be attended by the representatives of the countries of the region having the observer status to the SEECP.

Participation

2. The Summit will be chaired by the President of the Republic of Macedonia, Mr. Boris Trajkovski.
Those in attendance will include President Boris Trajkovski (Republic of Macedonia), President Petar Stojanov (Republic of Bulgaria), President Rexhep Meidani (Republic of Albania), President Jon Iliesku (Romania), Prime Minister Costas Simitis (Republic of Greece), Prime Minister Bulent Ecevit (Republic of Turkey), Deputy Prime Minister Goran Granic (Republic of Croatia), Chairman of the Presidency Zivko Radisic (Bosnia-Herzegovina) and President Vojislav Kostunic (FR of Yugoslavia). The Secretary-General of Council of the EU, Mr. Javier Solana, the External Relations Commissioner of the European Commission Mr. Christofer Paten, and Head of the Stability Pact for Southeastern Europe Mr. Bodo Hombach will also attend the meeting as special guests of the host.

Venue

3. Formal proceedings of the Skopje Summit will take place at Hotel Aleksandar Palace (Hotel Aleksandar Palace, tel.: +389 91 392 392, fax: + 389 91 392 152, email: info@aleksandarpalace.com.mk).
Sessions of the Summit and size of delegations

4. The Summit will have two sessions, in the morning and the afternoon of February 23. Each delegation could be composed of the Head of State or Government, the Minister of Foreign Affairs, the Minister of Economy and five (5) delegates (1+1+1+5), while the format of participation of the countries having the observer status in the SEECP will be (1+1+1+3). Only these eight representatives (six, for the observing countries) will be allowed into the Conference Room. An informal meeting of the Ministers of Foreign Affairs of the SEECP participating states will take place one day prior the Summit meeting, on Thursday, February 22, 2001.

Speaking rights

5. It is expected that the official ceremony, to be followed by the debate on the "Prospects for further strengthening of good neighborly relations, stability, security and democracy in South Eastern Europe", will be opened by the President of the Republic of Macedonia, Mr. Boris Trajkovski. Order of other speakers will be determined in accordance with the established practice in the SEECP, with alphabetical order of the names of the Heads of Delegations. However, each statement will be limited to ten minutes (seven minutes for the observing countries and guests).

Interpreting

6. Full simultaneous interpreting into English and French languages will be provided. It is suggested that the delegations that will speak in their native language to provide their own translator.

Official functions

7. There will be an official reception on February 22, 2001, hosted by the Prime Minister of the Republic of Macedonia, Mr. Ljubco Georgievski for all Summit and Economic Forum participants. Official lunch will be hosted on February 23, 2001, by the President of the Republic of Macedonia, Mr. Boris Trajkovski in honour of the Heads of Delegations, Ministers of Foreign Affairs and Ministers of Economy plus invitees only. A buffet luncheon will be organized for other members of each delegation. On February 23, the Minister of Foreign Affairs, Mr. Srgjan Kerim, will host a reception for all participants.

Various facilities for delegations

8. Hotel Aleksandar Palace has all necessary facilities for the successful organization of the meeting. Bank office will be opened. Medical service will also be provided and all delegations are requested to provide the usual information on the health status and dietary restrictions of VIP's.

Accommodation

9. The delegations will be accommodated in Hotel Aleksandar Palace, as guests of the Macedonian Government, in the following format:

Heads of State and Government of the participating countries, their Ministers of Foreign Affairs and maximum 8 persons from the official delegations of each participating country will be accommodated as guests of the Macedonian Government (format: 1+1+8).
The Macedonian Government will offer accommodation for maximum five members of the official delegations coming from the countries with the observer status (format: 1+1+3).
The Macedonian Government will also provide accommodation for the guests at the Summit, in the format of 1+1.
The expenses for other members of the official delegations exceeding this number will be covered by each delegation, at the preferential rate of 158 US$/single room. The reservations will be made through the Macedonian MFA.

International calls and fax communications shall be covered by the participants, as well as the use of the minibar.

In case that some of the delegations will arrive and departure on February 23, 2001, the Macedonian Government will provide an apartment for the each Head of Delegation throughout the Summit Meeting. Additional rooms will be provided upon the request of each delegation.

Arrivals and departures

10. Delegations will be welcomed at the Skopje Airport by the State Protocol and accompanied to Hotel Aleksandar Palace. Those arriving by land will receive security escort from the border. Details on arrivals should be provided as early as possible, particularly on special flights, so that logistical arrangements can be made at the Skopje or Skopje Airport.

Transportation

11. The Macedonian Government will provide the internal transportation for the delegations during the Summit meeting. Each Head of Delegation will be provided an official car, as well as each Minister of Foreign Affairs. Other delegates will be transported by cars, minibuses and buses, as necessary. Embassies are requested to accredit official cars for use during the Skopje Summit.

Security and protocol

12. Briefing on security and protocol arrangements of the Skopje Summit will be organized for all interested delegations on February 14, 2001, at 10 a.m. at the Macedonian Ministry of Foreign Affairs. All information on security personal and arms should be provided.

Accreditation (Registration and Identification badges)

13. The Heads of Delegations and Ministers of Foreign Affairs will be provided identification marks (pins) while other delegates will receive accreditation with the country flag, according to their status. Accreditation forms will have to be filled in and returned to the Organizing Committee by February 12, 2001, at the latest. All participants are kindly requested to wear their badges during the sessions and all other activities included in the programme of the Summit.

Necessary Information

14. The delegations are kindly requested to convey in due time to the Macedonian Ministry of Foreign Affairs (tel.: +389 91 110 333, fax: +389 91 115 790) the following information:

  • List of members of delegations.
  • Date and time of arrival and departure.
  • Information about the weapons and ammunition carried by security officers, as it may be the case (blood group).
  • Blood group of the Head of Delegation
  • Information about special diets, if any.
  • Special medical recommendations.

15. In the case of utilizing a special aircraft for arrival/departure to/from Skopje airport or Skopje airport, the following information is needed:

  • Nationality of the aircraft
  • Type of aircraft
  • Aircraft registration
  • Radio call sign
  • Captain's name (for military aircraft additionally captain's rank is required) and number of crew
  • Purpose of flight
  • Departure/destination airports and the air routes which the aircraft will follow within Macedonian FIR's
  • Points of entry into and exit from Macedonian FIR's, and the date and estimated time of arrival and exit to these points
  • Description of cargo

Applications for the overflight and landing permits for special aircrafts shall be sent no later than 15 February 2001 to the Protocol Department, MFA (tel./fax: +389 91 118 219, tel.: +389 91 120 291, email: protokol@mnr.gov.mk).

Press

16. During the Summit, a Press Center will be established at the Hotel Aleksandar Palace. Press accreditation should be addressed directly to the Information Agency of the Republic of Macedonia (tel. +389 91 114 695, fax: +389 91 114 162 or +389 91 115 659). The Press Center will have writing desks, telephone and fax machines. The expenses for telephone and fax communications will be covered by the interested persons. Press Correspondents and Mass Media will be present at the opening and closing ceremonies and will participate to a Press Conference.

Secretariat

17. A Secretariat equipped with PCs with printers and photocopiers will be established in Hotel Aleksandar Palace. During the Summit Meeting a separate working rooms will be provided for each delegation, equipped with PCs with printers, fax and telephone lines with direct international line, that may be used on the expenses on each delegation.

Meeting of the Political Directors

18. A preparatory meeting of the Political Directors from the Ministries of Foreign Affairs of the SEECP participating countries will be held at the Hotel Aleksandar Palace (Hotel Aleksandar Palace, tel.: +389 91 392 392, fax: + 389 91 392 152, email: info@aleksandarpalace.com.mk) on Tuesday 20, Wednesday 21 and, if necessary, on Thursday, 22 February 2001, for the drafting of the Summit Final Documents. Delegations are expected to arrive to Skopje on Monday 19 February 2001, evening. Delegations are invited to participate under the pattern 1+2 (one, for the observer states) and they shall join the official delegations as of 22 February 2001. Their accommodation will be provided by the Macedonian Ministry of Foreign Affairs at the Hotel Aleksandar Palace. The participating states and observes are requested to forward in due time the names of the participants, as well as their flight schedule.

Organizing Committee

19. Organizing Committee has been established at the Macedonian Ministry of Foreign Affairs, headed by Assistant Minister, Viktor Dimovski, as Secretary General of the "SEECP Skopje Summit" (Tel. +389 91 110 333, Fax +389 91115790).
